Funnily enough I have been looking at them recently.
The very cheap ones work but the quality varies quite a lot, mainly down 
to the rigidity of the frame  - the motors and slides are pretty well 
defined.
Look for 25 or 50 micron accuracy ( a lot are 100 micron ad some 200)  
and smallest dia nozzle size (0.2  I seem to remember)

Also make sure it uses the widest variety of materials - some only print 
ABS.
The cheap ones almost always print from a reel. I found one which 
printed a powder which looked good - but the material was eye wateringly 
expensive.
Finally, how big do you want to go? The Lulzbot printers are good and 
the Taz 6 has a huge platform, but is reflected in the price.
