[928uk] Steering rack rebuild and oil cooler repair/replace

I found to my cost that most rack rebuilds merely entail replacing the seals

However if there is any play in the rack bar, then this will likely be
unaddressed

The play on mine was fore-aft on the passenger side, this was bad enough to
be an MOT fail, I just thought I had an alignment issue

Thankfully I found an extremely cheap rack that doesn't leak or have any
discernible play

However it does make that tired hydraulic whining noise, but I can forgive
that
