To clarify, the proposed 2023 ULEZ expansion is to cover the remaining London boroughs, not the whole area inside the M25. Well not yet, anyway!

Does TFL actually have jurisdiction all the way out to the M25. I live just outside, but the area just inside from me includes places like Rickmansworth and Watford and they most definitely are not London boroughs.

What is TfL geographic jurisdiction?
