[928uk] MOT fail

Part of the problem here is that they change the MoT rules often. It 
went something like this:
At some point there was no checks on beam adjustment. Then they said 
that HID lamps had to be adjustable, Then they said that LED lamps also 
had to be adjustable. (Then they said that LED "bulbs" can't be fitted 
into other lamps for cars newer than a certain age.) Now the wording is 
"Make sure any manual headlamp levelling devices (driver controls) work".

So unless they have a list of cars which had them fitted from the 
factory, this effectively means, if they can see a knob, then they have 
to test it. So the easy answer is to pull the knob off.

This is all rather unfair (changing the rules and applying them 
retrospectively).
