I agree it is the people who broke it should be taking the 
responsibility to get it fixed.

I would say that the repair will get more difficult the deeper into the 
radiator it goes. If it's a graze across the surface, easy, if it has 
damaged the middle of the core, probably impossible without replacing a 
section. I would be insisting it went back to the manufacturer for repair.
