I think the car has to be 40 years old (since it was built or if you 
don't know that, since it was registered) on 1st Jan then it can be 
historic from 1st April, so this April any car (built or) registered 
before 1/1/83 can apply, and your car registered in 83 won't be eligible 
until April 2024 unless you can prove it was built before 1/1/83.
