Congestion charging zones, Low emission zones, and Smart Motorways are all
methods of justifying and paying for the installation of camera networks as
a pre-requisite for the government's ultimate goal - road charging.

Once a majority of the British public have been persuaded to buy electric
vehicles by offering them free vehicle tax and exemption from charging
zones, vehicle tax will be scrapped (no good to government when the income
has dropped significantly due to EV) and road charging will replace it,
using all the lovely camera networks installed as above.

I'm not making this up, it is publicly available in government long-term
strategy papers that you can read on the Internet.
