Well yes, conspiratorial though it may sound, I’m sure control is a big part of it. But that’s gonna happen anyway. Whatever amount they need to raise from drivers, it is of utmost importance that the method they use is fair. What, you want the current system to remain? It is currently an utterly stupid scheme, pointlessly complicated and totally unrelated to anyone’s usage of the roads. Anything would be better than that. Almost 😉
Whatever they decide, guaranteed that DVLA will do their utmost to **** it up for all of us. Whatever you do, don’t drill any holes in, or perform any welding on the actual shell as DVLA believe that will require re-registration as a different vehicle, after submitting to IVA testing and getting a Q plate of course. Yes, that includes welded repairs. Unsurprisingly, they haven’t really thought that through, but their word is gospel, so tough. ☹️
