PET doesn't define all market variations, it just makes the link between 
the 3rd brake light option and that different part number, except for 
AUS.  I know they were compulsory in Aus from before then, but probably 
were in other markets too. My guess is that the AUS cars had option 602 
as part of the spec, i.e. not an option.

Bear in mind that PET is configured for USA or RoW at install, so my PET 
won't tell me about US options.
